Is there a statute of limitations on such crimes?

As others have mentioned, when certain historic crimes are no longer crimes, the 'criminals' are pardoned.
Should the reverse apply, in a legal and/or moral sense?

Surely, if someone reflects and changes their views, that is considered maturity.

that is a strawman: nobody is arguing that what Colston did was illegal.

What we are saying is that having a statue of him with a plaque saying:
“Erected by citizens of Bristol as a memorial of one of the most virtuous and wise sons of their city.”
Gives the impression of venerating slavery

does not reflect the part Colston played in the slave trade, a part which many find offensive in the UK in 2020.

if you had said:
"black lives matter is an activist movement that was founded after George Zimmerman's acquittal for the shooting death and it campaigns against violence and systemic racism towards black people......
however:

but you didnt say that, your post said black lives matter creates division: that is unbalanced and therefore victim shaming.
