Capping a soil pipe

I have a soil pipe that I plan to remove and I really need some advice on how best to cap it off.

It's a cast iron pipe, about a meter high from the ground floor with an air admittance vavle attached. I no longer have anything going to this waste so I'd like to cut it to ground level and cap it off.

As far as I know, I have 2 options:

1. Cut the pipe 2 inches from the ground and place a rubber end cap with a metal tightening strip. I'll have kitchen units over the top so it will be hidden.

2. Cut the pipe at ground level, stuff the hole with newspaper and fill with sand/cement.

With the first option, I am concerned this will create a dry spot for rats and is the second option safe, will it hold under pressure and what sand/cement ratio should i use?

A has anyone got a prefered option or any other way I can achieve this?

Is there any other way the sewer system is vented to the open air or will you be closing the only vent of the system

will it hold under pressure

the soil vent is there to prevent pressure developing.

If pressure does develop then it could affect the water in "U" bends on sinks, baths and toilets allowing sewer gas into the house.

I should have mentioned that. Yes, there is another soil pipe with a durgo about 4m away on the same side of the house for the upstairs bathroom.
