Am I allowed to visit daughter non essential to take birthday presents travelling through England, or do I need to select a route which keeps me in Wales?

If you are allowed to travel on 'non-essential' trips in Wales then I would advise staying on the Welsh side of the border.
I know there are no border controls but if a lone police car/man sees you in the vicinity of a 'border' he may just stop and enquire where you are going/have been.
