I think it's more the fact that diplomats around the world were watching with raised eyebrows, and the EU suddenly realised at the 11th hour that they might be the ones looking like the bad guys

I think you've precisely and accurately summed up the reason for BJ U-turning on the school meals fiasco.
A U-turn by one organisation can have different motives and reasons to U-turns by another organisation.
I would have thought it was incredibly obvious that rarely are the motivations and reasons for U-turns the same in different organisations.
Have you ever done a U-turn in a disagreement with your other half? Was it because you saw the sense in their argument, or because you feared being made to look a fool?

In any event those woman wearing a burka are probably at less risk of catching this Chinese virus

plus the fact many of em are never allowed out side there home any way or allowed to socialise with others
