The clue is in your comment.
There is no rule that says am author must comply with history, in dramas or films.
Even historical fiction books often contain a comment from the author explaining that some details have been changed in the cause of entertainment, or actual details are not available, etc.

Whites do seem to make for more convincing blacks, with the right makeup, than a black trying appear as a white with makeup.

See this is another problem, they say they want a 50% representation in the boardroom and politics TV etc, but the problem is when the population is 87.2% are white, it's not really feasible to have a 50% representation.

Only 3% of the UK population is black,

I'm all for equality, 1 should not trump the other

Harry Enfield made some funny Nelson Mandela sketches but was it wrong? In my opinion they were funny not because he had blacked up but because of the way he acted and the juxtaposition of context of those sketches.

If a black actor can portray a person of different origin effectively (in comedy or not) then it shouldn't be frowned upon. I like historical dramas like The Tudors or Wolf Hall etc but I like accuracies too (admittedly a bit off free reign for drama is always needed to draw you in). So at first a black Anne Bowelyn does seem strange in a historical context but get over that first I'm sure it'll be a good watch.
