Curious about why a plumber would do this?

Hi all. I am completely dense when it comes to plumbing/DIY.

We recently had a leak in the valve that supplies the toilet. Inlet I think?

The toilet is upstairs, but whilst fixing it, the plumber ran the taps up there, the shower and the downstairs kitchen tap. I didn't think much of it at the time, but I have been curious about why ever since.

Can anyone shed some light for me? Thanks.

Perhaps he thought air may have got in if he had the mains off

as in turning the water off from outside the house? He did do that.

Water not turning off properly therefore he opened al the taps to relieve the pressure on the bit he was trying to fix?

Yup +1, he was either draining the system down or the stop tap wasn't shutting off fully and he's opened the taps to minimise the amount of water at the valve he was working on.

And is it also true that the valve can ooze a bit after the repair but that doesn't mean the leak is back?

It might not shut of quite properly but there should be no leak at all visible on the outside of the valve/pipe.
