Means any number from 0% to 99% ( or even 99.99999% ) but not more than 100%

whilst no were near the truth you can have slightly more than the population with covid as anybody who has died from covid will be part off the statistics but not yet buried or cremated will not be counted as a part off the population as deceased but will be part off the covid statistics with newborns padding out the other end
