EICR Report Help

I have received an unsatisfactory EICR report (with 12 nos C2 and 1 F1 code) and not sure should I get it done again by somebody else to get second opinion.

Any advice (i.e. cost and genuine faults needs rectification) on that will be greatly appreciable.

Poor condition of wiring, greening of cables in C/U and multiple socket outlets. No earth bonding to gas and water present. No CPC to multiple lighting points. Neutral conductor for ring final circuit has no continuity of conductors.

27 for cables concealed in walls at a depth of less than 50 mm (522.6.202; 522.6.203) - C2

28 for cables concealed in walls/partitions containing metal parts regardless of depth (522.6.203) - C2

29 Provision of fire barriers, sealing arrangements and protection against thermal effects (Section 527) - C2

30 Connections soundly made and under no undue strain (526.6) - C2

31 No basic insulation of a conductor visible outside enclosure (526.8) - C2

33 Presence of supplementary bonding conductors, unless not required by BS 7671:2018 (701.415.2) - C2

Without seeing photos of these faults no one else can make judgement.

There's not enough info here to actually tell what the problems are and how they can be rectified.

Impossible to judge without seeing pictures at least, but....

"greening of cables" and "No CPC to multiple lighting points" both hint at an installation dating from the 1960s. IF that is in fact the case, then you should be prepared for some significant upgrade work.

The list you gave at the top of the page doesn't actually stipulate what actually needs doing, and more importantly, what he intends to do/put right.

Your picture shows an out of date consumer unit with a small earth wire which I assume he wants to change.

I don't know if he is intending on doing anything about the unearthed lighting cables and the green slime.

Not to mention the other assumed faults which are not clearly described in the list.

No other paperwork is provided.

He has confirmed following to be rectified in order to cover most of the C2 codes:

1. New consumer unit with RCBOs to provide additional protection to electrical circuits.

2. Lighting circuit not having continuity on the earthing.

3. Meter tails and main earthing undersized.

4. No gas or water earth bonding.

5. Also told me to change downlights in kitchen, master bedroom/bathroom as they requires fire-rated light fixtures to be fitted.

6. Green slime - Suggested for full re-wire

In summary, get items 1 to 4 sorted to get a satisfactory report.

Minimal descriptions on that report, but the main problems there are no RCDs for anything and no bonding to gas/water. Both of which have been required for several decades.
No CPCs to lighting points would also need to be fixed, as does the open N on the ring circuit.
Insulation resistance on 2 of the 4 circuits is far too low, and the only fix for green slime in cables is to replace all of the affected cables.

Unknown what the £700 is for, but the only realistic option there is a new consumer unit and to install the bonding, and fix the other faults, which for the cables would involve rewiring
If all that was quoted for only £700, then it seems excessively cheap.
£700 for a new consumer unit and main bonding only might be plausible, but that would still leave the other faults unresolved.

In summary, it's an early 1970s installation that should have been replaced a long time ago.

Well if this is a property being put on the renal market, most letting agents won't touch a property that has no RCD protection on at least the sockets, so that means a new consumer unit. Green goo and lack of earthing to the lighting circuits point to a late 60s - early 70s installation so it's probably dur for a full rewire really.

I'd say you're getting off very lightly at £700, when you should ideally be considering a full rewire costing a few grand.

Or 'greening of cables in consumer unit'. that could be that the copper has suffered verdigris, or that green sleeving has been used, instead of green/yellow - anyone's guess. Without an actual quote detailing what he plans to do, it would be impossible to say whether it is good or bad value.
