Is my neighbour's garden room breaking regs

Its clearly over 2.5 metres in height and nearer to at least one of the boundaries than 2 metres. Personally I wouldn't have a problem with it because these outbuildings are getting larger as people use their gardens more.

Yes, I would it not be compliant with Permitted development rules in England (although would in Scotland)

I don't think it's clear at all. Look at the grass line in the background of the photo - it's a sloping site, so the 2.5m is measured from the highest natural ground adjacent. As we can't see how the land slopes behind the building, we can't tell where to judge height from. I suspect it is far closer to 2.5m than the perspective of this photo shows.
 
Surprised they haven't been into you to replace the fence. Looks old and in need of refurbishment. Unless both sets of deeds clarify the ownership convention indicates it is your responsibility; left side of your garden and face side is away from you.
Unless you like upsetting your neighbours and at war with them I'd let it be - in a couple of months time you will be used to it.
No such rule or obligation exists in common Law. If the deeds say you must maintain the border then that is a requirement, if thy don't either party may erect and or maintain or otherwise a fence.

Anyway they’re using a Makita chop saw so it will have been well constructed

Seems a fairly attractive timber structure to me, hardly the looming eyesore I imagined. No windows overlooking you and from your garden you'll barely be able to see it at all. Not sure what there is to complain about.

Advisable any home-owner signs up to planning portal updates in their postcode although I assume no PP was involved (haven't read the whole thread).

Maybe better to chat politely with your neighbour over the fence and ask what they're building rather than whinging online.

Whether it is an eyesore or not is moot - I asked if it's breaking regs.
If it did transpire that it needs planning permission would you be objecting to it and on what grounds?

I have, but if that grass line continues, it is quite likely the back corner ground is higher making the building lower. Look at the top of the two fences forming the corner of the garden behind - they are a good 2-3 feet higher than the top of the fence in the foreground. 2.5m is measured from the highest ground level adjacent. http://publicaccess.wokingham.gov.uk/NorthgatePublicDocs/00092803.pdf

No, definitely wouldn't be objecting. Whether it's under or over the absolute height restriction, it can't be by much and quite likely council would feel it de minimis and not worth taking enforcement action. Don't forget, if you cause a dispute, your neighbour could quite legally plant 6-8m bamboo right along the fence line so you couldn't see it............
 
The fences in the garden to the rear are not the boundary, the neighbour's fence is, which looks to be under 2 metres. The front of the outbuilding is raised a little to make it level with the land at the rear so a difference of a foot or so. On that basis the height appears to clearly exceed 2.5 metres and is within 2 metres of the boundary (from the pergola alone which is part of the same structure).

Is it within 2m of the boundary? It does look very close. But is the boundary the fence at the bottom or the neighbours fence?
 
I really cannot understand why there is so much banging on about 2.5m as that only apples to the EVES height. Its the distance from the ground level to the eves and the 3m for the rest of the roof if single pitch or 4 m for a dual pitch....can you lot not read ?

So if the rear wall is within 2m of a boundary that wall must be no higher than 2.5m from ground level which it looks like it is, the roof can go up to 4m which it does as a dual pitched roof. Its perfectly fine.
