A persistent and repetitive bark or train imitation is not funny in the slightest. It suggests an inability to form a coherent sentence coupled with a desperate desire to respond somehow, but they're not sure how.

If people, who don't really have Tourette Syndrome want to mimic someone with Tourette syndrome, I'd consider that to be vile and offensive.
Persistent and repetitive noise emittance does suggest a neurological disorder.

If people genuinely do believe they are a train, I would suggest they are sectioned for their benefit before they go off the rails. (pun intended).
If people really do believe they are a dog, I suggest they get themselves checked out with PDSA or RSPCA. They might verify their belief as warranted, but I doubt it very much.
