Hosepipe ban - bluebadge exempt

Yorkshire, where I live, has a hosepipe ban as from today. Except I am exempt, I have a Blue badge. I have BB, not complaining, but why exempt? Why would a BB user, have any more need to use a hosepipe, than a none BB owner?
 
I suppose most of them shouldn't be able to carry a watering can full of water...probably
 
I want to see a picture of the blue badge being displayed when watering the garden. Does the time need to be set, when you start to water?
A really big badge so helicopters can see it?
 
What’s the exact wording of the exemption? Does it apply to the person or their property. Could Harry do his neighbours?
 
Found it - on the Yorkshire Water website

'Blue badge holders, those on Yorkshire Water’s Priority Services Register or WaterSure tariff for medical reasons, are also excluded from the restrictions.'
 
I'm also on my water company's PSR, but not sure why I am exempt, unless it's to do with struggling to carry round watering cans.
