If blue badge holders are exempt from the hosepipe ban (not that I'm under a ban) and as another person can drive a blue badge holder, then I take it that I could water my garden as my daughter has the badge ? (hypothetical question, I don't really need an answer as I don't have a garden that needs watering).

Which doesn't really answer the question asked....
The simple answer, or the way I would interpret it, is that anyone who owns a blue badge, or is registered with the water company, as at risk, can continue to use a hose pipe, as usual. Whether someone else could use the hose, on behalf of such a person is less clear.
