Toilet problem

My toilet is constantly having water run from the cistern to the bowl, what could be causing that please, I've tried to add a video but the site wouldn't let me. Thanks
 
If the water isn't overflowing then presumably the flush valve is leaking. Post a well-focussed pic of the inside of the cistern and someone here will likely recognise the flush valve brand and advise on its treatment/replacement.

The water is coming through where the orange dot is if I lift the float (yellow dot) it stops but within a minute or so it starts again, any advice appreciated.

Then it looks as though the fill valve is at fault and the water level rises until it reaches the overflow 'window' in the flush valve.
