New radiator connection sealed up

Hi, I’ve ordered a new radiator and the lower connections where the pipes would normally connect are sealed up in a way that looks welded. The product photo online clearly shows the radiator connected to pipes at the bottom but I can’t see how this radiator could be used without being connected at the top. It’s the product I ordered, am I missing something?

That’s just how they come and they’re just painted in - likely when they apply the paint to the radiator to stop paint entering the inside. Just undo them using grips or a large flat blade screwdriver
 
Thanks for the clarification. I’m not sure I’ll be able to get it out without buying more tools. Won’t budge with my DIY kit

Thanks all for the fast responses. My grips are far too feeble to loosen the plug but I managed to smash it to bits with a hammer and screwdriver
 
I have perfectly good spanners. The plug seems designed to be removed with a 15mm Alan key which I don’t have
