It's not rubbish. It's not the only reason - increased security making stowing away on lorries etc harder made boats more attractive, and the market has performed as free-market supporters like in that the cost of a crossing has come down by about 90%.
But the fact that Brexit meant we could no longer return people has had a significant effect.

Not really. I assume the return facility you speak of is the Dublin Agreement but in the latter years, more people came into the UK via the Dublin Agreement than left.

DIYF you don't quite get it. For the loonies, it's not about getting things done, it's about winning the Labour vs Tory or the Brexit vs remainer argument.

The Dublin III Regulation enabled the UK to return some asylum seekers to EU Member States without considering their asylum claims. It also provided a legal route for reuniting separated asylum-seeking family members in the UK. The Regulation will no longer apply in the UK from the end of [2020].
The White Paper your link refers to was produced when Theresa May was PM.
The Commons Briefing Paper above dates from 2020, by which time she wasn't. It goes on to say

The Government did not want to replicate the provisions of the Dublin Regulation.
It proposed two draft agreements with the EU which related to certain specific aspects of the Dublin Regulation:
- an agreement on the transfer of unaccompanied asylum-seeking children for family reunion purposes
- a readmission agreement for accepting returns of irregularly residing UK/EU citizens and third country nationals.
That's a lot of waffle, even by your standards, but it doesn't address the fact that whilst we were in the EU, the only mechanism for returning migrants, the Dublin agreement, saw more migrants coming than going.
