What was he supposed to do, wade in and start a cycle of violence for the police to interfere.
Stamping on a Union flag is merely a symbolic political protest in UK. It's not illegal.
It may offend you, but the provocative display of multiple Union flags, and the claiming ownership of it by racist parties and individuals, offends others.

I hate it when that happens to me. It does my knees in. If I borrow a bike, I insist on being able to adjust the seat. It upset my 3 year old grandson.
He wouldn't let me remove the stabilisers either. ;)
