70mm between the front and back wheels? Is this a mower for a doll house? :)

Have you put a straight edge against the sides of the wheels?
Do any of the wheels rock or exhibit any play on their shafts? Are they all the same height on the adjuster? On flat ground does the mower sit such that all 4 wheels touch the floor?
Does it veer with the engine off as well as on? Have you tried seeing how it moves with the engine and blade set removed completely?

Can you exaplane / whats happening there then
On the face of it, the front wheels seem turned relative to the back ones

If all else fails, replace the front wheels with castors

Check the bearings on the driven wheels. Any looseness will affect the whole of drive chain and how the machine runs even as a push mower. That is probably a major strip down.
 
There is obviously some mis alignment between front a back, a wheel, a bearing, an axle, mounting points or the frame. Without being in front of the mower its impossible to say.

If your still bothered its time for a new mower.

Having had another look at the poctures there appears to be a difference between the fixing of the front wheels. One appears to have more of the axle showing from the securing nut.
 
Which photo are you now looking at ?
From the 3 i uploaded i dont see how its being checked with the other side.

I will look & see how much of the shaft passes through the but
 
You have 3 photos, 2 of them show a front wheel. It is those 2 I am looking at.
They are your photos surely you know which ones show tge front wheels?

Its a mower not rocket science.
