Fair enough. It is also suggested to people that they do not go hill walking in t-shirt, shorts, and trainers, with no map, compass, warm/waterproof clothing and food. Should mountain rescue teams not turn out to rescue idiots who do?

Would you accept that there would be many days and weather scenarios where wearing a t-shirt, shorts and trainers etc. is perfectly fine. Given it is not illegal to do so.

Do you think there is ever a scenario where operating an illegal over crowded unseaworthy ferry is a good idea?

If only the requirements were based on a rating of a craft for a certified number of passengers.. oh wait they are.

If the smugglers got the paperwork to say the vessel was seaworthy, such certification would specify maximum onboard. So if you exceed that - you aren't compliant.

French Plod don't need to be experts to know if a vessel is legal or not - it fairly obviously isn't.

Dunno - have we put a cost per boat.
That's actually a good idea. We pay the french nothing but instead pay them per boat they stop with evidence the boat has also had a visit from Mr Stanley. See how many they stop then.
