If that is the most effective method of rescue, why not, They're still making a rescue.The RNLI will frequently tow a vessel in difficulty who does not have SeaStart or similar. They do not charge for this.
Like the AA, if they feel the best method of recuing a stranded motorist is to tow, then why not?
