They're now counting tests sent out in the post, not results that come back.

They have always been doing that.

They started doing it when they realised they were not going to meet the "100,000 tests a day" promise.

And despite performing 82,000 tests, reported it as 120,000.

It is a deceitful trick intended to deceive

But it has the effect of destroying trust in a lying government.
