13 amp socket under floor boards?

My house - 1920s semi. Timber ground floor, space under floor about 4 feet. I can get under there, but it's not a cellar. Just a crawl area.

I'd like a central NAS for the various computers in this house. NAS = backup disc storage. Under the floor would be un-nickable. That's my reason.

But it would need power. The mains cabling runs under the floor. Is it permissible to have a 13 amp socket under there, with the transformer for the NAS plugged in permanently? Or does it need to be on some sort of FCU with the switch accessible from above the floorboard?

No regulation forbids you installing a socket under the floor. However, your proposal to have a method of isolation above floor level is a good one.

You also need to protect the device against dust, as it can blow around a lot in that sort of space.

Put it in something like a metal dustbin or steel drum. Firstly it creates an incombustible barrier, and secondly keeps the dust out. Big enough not to build up heat.
 
as an aside your underfloor area should be well ventilated so can be very cold and possibly close to freezing on certain days causing condensation with temperature changes
so perhaps a large well insulated well ventilated box would be the answer with the vents away from the natural airflow direction to avoid extremes off temperature
