What you have there is a 4" salt glazed drain, the 'Collar' is the larger diameter section proud of the floor. As with the pan outlet, the spigot of the connecting pipe/pan was simply placed into the collar, a piece of hem or tarred rope was pushed in and the joint filled with mortar.

As above, use a diamond blade to cut it off flush with the floor, and take your time. If you crack the pipe, then the floor is going to have to come up to replace it.
