Current building reg's are asking for 5" of jablite or polystyrene anyhow.

One more inch ain't gonna hurt.

..."for a garage"?

Why do you want to insulate a garage floor?

Do you intend parking a car in it?

A garage is considered as cold space and can not be otherwise unless something is done with the garage door.

i think buidling inspectors must have diferent views all over the country and work to what they feel like
i poured a new conc floor for an extension a few weeks ago and they only insisted on 100mm with 25mm perimeter, same for another one this week
seems strange they want in a grage though.
