HGV driver shortages started around 2012. We temporarily plugged the gap with European drivers, Europe replenished their supply of drivers with Filipino's.
Brexit simply highlighted the problem.

MANILA, Philippines — The Philippine Embassy in Poland has reiterated its recommendation to suspend the deployment of Filipino workers in the road transport sector in Europe, the Department of Foreign Affairs (DFA) said Thursday.

The DFA said the Embassy issued the recommendation amid reports of poor working conditions of Filipinos working as truck drivers in Europe, particularly in Germany, Poland and Denmark.

“In view of the issues concerning the working conditions of Filipinos who worked as trailer truck drivers in Europe, the Embassy is maintaining its recommendation for the suspension of deployment of Filipinos for work in the road transport sector,” the DFA said in a statement

The Embassy was referring to 40 overseas Filipino workers (OFWs) that were rescued from “poor working and living conditions” in Germany and Poland November last year.

The coronavirus pandemic caused a huge boom in internet shopping, meaning greater demand for goods to be moved between e-commerce fulfilment centres. The global logistics system found itself under increasing pressure resulting in non-EU truck drivers being exploited.

These are the findings of a report carried out by the International Transport Federation (ITF) and the International Union of Food Workers, as reported in the Guardian.

According to ITF’s general secretary Stephen Cotton: “Long before Covid, the road transport industry in Europe was plagued by exploitation of drivers and human rights abuses.

“The pandemic has exacerbated the abuse.”

During lockdown, a new road haulage business model grew in strength across the trucking industry.

It’s one in which a trucking company registers itself in a lower-wage country within the EU – Lithuania, for example. And then recruits truck drivers from even poorer countries outside of the EU – Ukraine, Sri Lanka or the Philippines, for instance.
 
I listened to a retired HGV driver on the radio.
He said he was earning £15.50 ph 30 years ago.
Thats the equivalent of around £35 ph today.
I am not surprised that drivers are in short supply when you consider the wages and conditions on offer.
