That is a spectacularly badly worded petition.
No flood defenses.
No sea walls
No dams for hydro electric power.
Then it goes off on greenhouse gas removal (GGR) which is a term no one uses, they probably mean CO2 capture and sequestration (CCS), on which point I agree as it's absurdly cost ineffective. But it's a weird one to call out as it is also one that prevents technology having an impact on the world.
A petition written by someone who doesn't know what they're talking about, signed by people who don't think about what they're signing.
So it turns out that its wasn’t a conspiracy after all, with the weight of people paying attention and looking up and seeing it for themselves the Gov can not hide it any more and are trying to "normalise" it. Its been going on for years and no need for pilots to be in on it as its added to the fuel.
Seriously, respect, Chemtrails is old school conspiracy nut territory. That's from so far back in the day your tinfoil hat was actually made of tin.

Thats not what the proposal or funding is for, but don't let reality get in the way of a good dose of paranoia.
It also ignores the future tense and the general linear flow of time.
