Whilst what you are implying would obviously make some sense, I suspect that it really was essentially a pure coincidence. Indeed so - and I have a feeling that it may only have been necessary to be able to argue that the work had been 'designed' prior to the advent of Part P to be 'exempt' from it, even if the work were actually done appreciably later.You might look at paperwork and see an outstanding number of installations that were "officially done" before Part P and notice a great big spike in statistics, far greater than random chance might suggest.

Indeed our local building inspector said he would use the colours of evidence of Part P or not.
I was still installing rewirable Wylex boards well into the 90's. We moved into the house I'm in now in lat 1994 and it was several years later I changed one of theseIt has to be 80s, well I think so anyway...
