Airing Cupboard and Wiring

We have changed our conventional gas boiler for a combi boiler.
We have removed the (back bedroom) airing cupboard where the hot water tank use to be.

There are three electric wires coming from the floor up the wall.
Two of these wires go into an old junction box. Another wire comes out of the junction box and goes to a standard on/off swith.

The other wire coming up the wall goes to an old on/off switch.

All of these wires are live.

I do know that when the two wires are disconnected from the junction box, one of the downstairs living room electric sockets stops working.

I'm guessing that the two wires upstairs that go into the junction box make a loop from the downstairs electric socket.

I'm puzzled as to what the other upstairs wire is for.

I would like to use the upstairs wiring to fit another electric socket. Can these be used for this?

I have no intention of tackling any electrical job myself, but wonder if anyone can give advise.

Can anyone advise on how much an electricain charges per hour?
