Bathroom bonding

Hi
Can anyone tell me if the bonding/cross bonding etc in a bathroom comes under the Part P rules. Someone i know is adament that it doesnt have to be carried out by a qualified/certifieds electrician but i beg to differ. If anyone could direct me to some literature regarding this, that would be most helpful.

Afaik supplementary bonding in a bathroom is currently (today and tomorrow) notifiable under part P of the building regs, on the 6th of April supplementary bonding becomes a non-notifiable task. Daft eh?
