Best way to improve appearance of this brickwork?

What is the best way to improve the look of the white brickwork. Is it possible to knock off any knobbly bits and silicone render directly onto the brickwork to create a smooth finish? Or is that not possible as a base coat is required
 
Yeah. Not my area of knowledge but Krend is breathable.
