Boiler connection question

Hello I just purchase a property and someone has connected a push fit T on the hot flow I think to a non return valve which puzzles me and he wrote COLD on the pipe?

Can someone shed some light please as the stuff I discovered with the electrics on this property were absolutely shocking …hope not the same with the heating.

Your correct that is a connection off your heating flow.

Where does the pipe go? I'd assume it goes to a radiator not very far away.
