They are all those left over after those wanting jobs have got them.
Many unmarried mothers who have no intention of working and those who have learnt how to live on a low income.
I once sat beside a "tramp" on a bench and asked him about working. He replied that he was quite happy and wanted jobs to go to those who wanted a job. [ He was not actually just any old tramp but someone who I had known a few years before. ]
