We have a ceiling fan, few months old, if you pull the cord the blades start spinning, if you pull the cord for the lights, nothing at all, changed about 3 bulbs and still nothing, so can I assume that the electrics for the light is buggered.

assume what you like, i would say its too much pulling of the switch.
