I have, but I just assumed it was some sort of frost protection built into the boiler and it was running correctly, so I never gave it much thought. And I didn't realise that there was a stat that could be turned up and down. Seems obvious now, but I was so focused on the valve and wiring.

Well it would take a bit of lateral thinking to come up with the service engineer turning it up and forgetting to put it back.
