Changes to Warm Front on the way?

No its not subcontracted , this would be the 2nd warmfront funded job we have done for the same person , although at the time I did not realise the 1st one was warmfront funded , only found out when this 2nd one came up ! the person in question has a lease on a property owned by a person , who owns a great deal of property , sits in the house of Lords , we have been working for his surrey estate for years , they made it perfectly clear to warm front that they own the property there fore they will influence who , & what work is carried out , warmfront allocated the full grant £6000, sent one of there installers down , it's an old house , they were not happy with the proposed work's , & told warmfront they would get us ! thats it , we cant exceed the budget , we use what ever boilers we like ect
as far as I am concerned I am not working or subbing to warmfront ,have had no contact with them !
 
We have been awarded a Warm Front grant but our landlord will not approve the contractors. Do you know how/if we can chose alternative installers who might be able to give us a specification for the job that will satisfy our landlord?
