So it is impossible to sell a joint that is IP68 at time of sale, it only becomes IP68 after being assembled correctly.

That is why I asked about these boxes as I would expect failure over time,

The weak point with any IP rated jointing box is the cables entering the joint. Moisture migrating along the cable inside the outer sheath will get into the joint. An IP68 joint box's barriers to water ingress would be defeated if the cable sheath was damaged close the the joint and allowed water into the cable. A resin filled joint overcomes this problem.
