Curious to know…..who pays?

How is energy charged to utility companies like Street lamps and virgin media cabinet boxes or 5G masts? Do they have meters on each of these locations?
 
It seems the short answer is that an unmetered supply or group of such supplies is assigned a MPAN even though there is no actual meter, then usage is calculated from connected equipment details and billed by a "supplier" in the usual way.
 
Local authorities have an agreement based on the number of street lights etc as to how much they would pay. Stretches back to when meters were the huge black boxes. Once meters became small enough to be included in street furniture and suppliers threatened to put one in each lamp post the LA updated the number of lamp posts because they had been short changing the energy suppliers for years.

I used to work for edf amongst others. The old style electric meters not a black box as on a plane. Worked for national grid and what was the largest half hourly data collector in the UK.
