Dead or live gas line????

Hi
My heating packed in over the weekend we are solely electric house & looking into getting gas central heating installed. Problem is we don't have a meter and unsure if the pipe in our out cupboard is a live or dead pipe? We have not had gas in the property since we moved in 7 years ago.
What's the likelyhood that it's live?
