I was thinking on the basis of the cables all being overhead and modern therefore no specialist skills or digging are involved here. The only real "cost" is working live.
If a fault developed in the unprotected DNO cable under your floor, and your house burnt down, maybe the DNO should be held liable for failing to maintain their equipment in a safe condition! (i.e. no suitable fusing for the ancient incomer!)
