Downlights in GF bay with no access to roof space

We want to install some downlights in the ceiling space in a square bay in the lounge. There is no floor above this area - just a normal tiled roof and the level between the main longe ceiling and this part in the bay are at different levels. How on earth do we install these lights without removing the roof (no way Jose) or cutting big chunks out of the plasterboard in the ceiling space...or is that the only way??

Does this kind of work fall into the category of requiring a qualified Sparky should we come to sell the house later?

And finally, if this is the case or indeed your advice, what would a reasonable rate be (need approx 20 small downlights in this area)

Any help much appreciated as spent far too long in B and Q pondering...
