drive with no sub-base

Hi,
I'm getting a driveway laid on a piece of my lawn to park my van on. The builder has taken away the top soil and levelled it out and says it's now waiting for the concrete of which there will be 4 inches. I asked about a layer of hardcore but he insisted it was not required. Am i being fobbed off here?
