They may never speak to you again.

On the other hand, if you actually see them using this, do not ever let them near your home to do electrical work.

What sort of course?

What does s(he) plan to do having finished, and how far away will this be?

A second hand copy of BS7671:2008 ?
An Electrical installation handbook ?
A copy of the On-Site Guide ?
One of the Guidance Notes ?
Electrical calculations books (Watkins) ?

A plug in socket tester would be a good idea. £20 should buy a decent one made by either Martindale or Socket & See.
Other ideas would be a decent set of VDE insulated screwdrivers or a good set of insulated pliers.

I always think tools are a bit personal to buy - i.e. it's the person using them who needs to decide how they feel in his hand.

Totally agree with this.
Especially things like pliers and cutters.

However Irazola screwdrivers are fairly highly rated in the trade,
but same as above not everyone likes them.

They do a few 1000v insulated sets which are nice and theres a new interchangeble bit range which is compact and looks handy for somone just starting out.
On ebay about 22 to 26 pound usually.

The ECA Quide to the Wiring regs, is also a nice book, not sure of the price though.

EDIT
About 22 pound

I would suggest the same, there are many books out there (I'm a Scaddan fan myself) and so starting off the collection would be a good idea.

I don't mind who holds my tool(s) in their hands!!!!

My suggestion would be the course book and a copy of the OSG, first thing they need at college!!! Or Steel Toe cap boots for the workshop!!!
