Not if you reverse it, and have a list of psycho-active substances which are allowed.

That wouldn't be easy, given that almost any plant life (include most/all ones we eat) probably contains at least some quantities of some substances that could theoretically be argued to be at least a little 'psycho-active'. It would probably end up as an unworkable nightmare of 'definitions'. Indeed, at the very start one would have to define what one meant (in terms of the law) by 'psycho-active' - which itself would be far from easy!

But how many once you've got a workable definition of 'psycho-active'?

Plus we tend not to create new food plants or additives that often, so the list would be pretty static, and a ppm threshold could be used as a catch-all against people using GM techniques to make psychoactive carrots.

I knew somebody once whose family owned a farm where they grew hops, and he reckoned you could graft hops onto cannabis roots and end up with a plant which looked like hops but worked like cannabis.

IHNI if there's anything in that.

Are you suggesting that it should become illegal to be in possession of any plant life which wasn't on the list of 'approved foodstuffs'?!! What about gardeners? Would you be committing a criminal offence if weeds appeared in your lawn?!

ppm of what? If you're not careful, wouldn't you be back to needing a list of banned substances, and specifying a ppm limit for each of them in each permitted plant-derived foodstuff - which would be self-defeating!

Mmmmm. Not sure - might not be too hard.
Have a go when you've got nothing better to do (now? :) ) - I think it's it's only 'easy' in relation to the 'fairly obvious' sorts of substances. The eating/smoking/sniffing/whatever of most things will result in some human emotional/psychological reaction in each individual ('like', 'love', 'dislike', 'hate' etc. etc.), won't it?
