Seriously, though, I think the concern being expressed previously was that if an electrician put his/her new cable through a pre-existing hole that was in a (now) (structurally) unacceptable position, it could be difficult for them to subsequently 'prove' that they had not drilled the non-compliant hole at the time the wiring was installed. If the problem with the position of an existing hole/notch is 'electrical', then that can be addressed with 'safe plates', conduit, or whatever, but if it is in a (now) 'structurally-unacceptable position', there's nothing anyone can do about it.
