Thankfully it was used to go shopping. Could easily be used for a car bomb somewhere, would it be checked by local plod if left outside a building?

ANPR might have picked up that it was untaxed, which might have raised red (not blue) lights.

Fleets of them are sometimes bought up by charitable and aid organisations and sent to disadvantaged, war-torn or disaster-hit areas.

I understand they often have problems with spares, maintenance and trained crews, unless part of a comprehensive aid program.
