Well I suggest you check your "opinions" then as there are quite a lot of differences between the two.
 
I think he means in terms of what's required in order to complete an application, not the implications.
 
I meant that too. For starters... the fee's aren't the same. If you're applying for a LDC in regards to a loft conversion, you need to provide details on how you calculated the additional volume allowances, etc...
