Faulty Dimplex storage heater.

I will get the meter checked, but I maybe didn't explain the situation well. The 3 elements I removed from the non functioning heater work fine in the heater that was working and the 3 from the good heater don't work in the problem heater. So regardless of any meter fault, human or machine, there's another problem I can't track down.

Yes, I understand that, but if (as seems to be the case) you are going to have to continue your fault finding, it would obviously be desirable for you to be using a meter whose results you can trust - and, as I said, something appears to be very wrong with the readings you've been getting.
