I've had one like that before which was still working! Dont think it was on an RCD!
If it was double insulated and thus no CPC then it would not trip any RCD as there would be no path to earth. No path to earth means no leakage to earth.

I'm sure it was'nt double insulated tho!!
Super-insulated houses could run radiators off the LED lamps.
