I purchased a new PC from Dell, come March I was promised a 'free' Vista upgrade. It arrived around about May. I have not opened it yet. But, two weeks ago I received a bill for £13 + from DHL for p&p from the US for Vista delivery. Can they do that? Has anyone else had this happen to them if so what did you do. Tks. Ctystal

It looks like Customs have just done their six-monthly audits of imports and duty and sent the bills out to DHL for payment.
Dell knew nothing about this and have now set up a system to reimburse anyone who has been billed by DHL.

but if you scroll down, then you will se that one has posted a copy of a reply from Dell, to pay DHL and claim it back from Dell.
