The Americans are directly responsible for the creation of Isis, their illegal war against Iraq created the conditions for organisations like ISIS to grow.
Who created the Taliban? the phenomenon of Islamic fundamentalism was never a real threat until the Americans and the Saudi Arabians turbo charged it to use it in their war against the Russians in Afghanistan.

Osama Bin Laden was an American ally until the Russians were forced out of Afghanistan, the Americans then lost interest in the millions of radicalised Muslims they had created.

The Manchester arena bomber was a radicalised Muslim from Libya who was allowed to come to Britain.

Don't know what the relationship is between America and ISIS is at the moment, but American and other countries have a history of using Islamic fundamentalists as proxies to overthrow governments which have fallen out of favour.
Saddam Hussein was an American favourite at one time until he flopped in his war against Iran.
