2003 - 2004 - year 4

2007 - 2008 - year 8
2008 - 2009 - year 9
2009 - 2010 - year 10.. that's a decade..
 
judging by the ever growing national debt per capita ...
I would suggest the next 10 years just simply be refered to as the Bankrupties.

coljack is right.

consider a baby's first year. it starts at zero days old. half way through its first year it is 6 months old. at the end of year one it is one year old and so on. its first decade is marked at the end of the last day of its ninth year.
